4ème édition du Forum Africain du Film Documentaire

Revisiter les écrans du passé

Initié en 2006 par Inoussa Ousseini, un pionnier du cinéma nigérien, actuellement ambassadeur du Niger auprès de l’UNESCO, le Forum Africain du Film Documentaire est à sa quatrième éditionqui s’ouvre du 1er au 8 décembre 2009.

Cette année, son initiateur, inspiré par la programmation Africamania réalisée en 2008 à Paris par la Cinémathèque française et Cultures France, a voulu que le Niger soit le premier pays à célébrer le cinquantenaire du cinéma africain. Une programmation riche d’une trentaine de films africains et de Jean Rouch qui seront projetés sur trois sites retenus : le CCFN Jean Rouch, le Centre Culturel Oumarou Ganda(CCOG) et la Maison de la Culture Diado Sékou de Niamey en présence de leurs réalisateurs pour certains, parmi lesquels des grandes figures du cinéma africain comme le burkinabé Idrissa Ouédraogo, le malien Cheik Omar Cissoko, tous Etalons d’or du FESPACO ainsi que le tunisien Férid Boughédir qui permettra au public de revisiter les écrans du passé avec son film Caméras d’Afrique.

Un jeune talent comme Boubacar Diallo, journaliste, écrivain, directeur de publication du satirique burkinabé JJ(Journal du Jeudi) et réalisateur participera à cette édition qui fera aussi le bilan de 50 ans de politiques cinématographiques en Afrique à travers un colloque prévu le mercredi 2 décembre, au Palais des Congrès de Niamey.

La distribution du film africain constituera le thème central des discussions. Avec la disparation des salles de cinéma dans la plupart des pays de la sous région, le Forum entrevoit l’alternative d’une distribution du film africain par les Centres culturels français qui sont actuellement les rares lieux où le public vient voir des productions africaines. La présence des directeurs de ces centres ainsi que des personnalités du Département Cinéma du Ministère français des Affaires Etrangères, un des grands bailleurs de fonds du cinéma africain francophone ainsi que des experts de la distribution contribuera davantage à enrichir les discussions et les échanges qui auront lieu autour de la problématique. Une rare opportunité qu’offre le Forum Africain du Film Documentaire de Niamey qui ne cesse d’innover à chacune de ses éditions. Aujourd’hui cette heureuse initiative d’Inoussa Ousseini est en train de forger chez les jeunes nigériens une éducation et une culture cinématographiques. L’organisation des ateliers de perfectionnement lors des deux premières éditions a permis à un groupe de jeunes qui n’ont jamais touché à une caméra, de réaliser trois films collectifs.

La troisième édition a permis l’expression individuelle. Plusieurs films réalisés par des jeunes nigériens étaient à l’affiche des compétitions. Cette année, c’est une dizaine de stagiaires qui présentera chacun son film. Pour encourager et aider ces jeunes talents et d’autres qui finiront leur formation en 2010 en réalisation et production des films télévisuels, le Forum se bat pour recueillir les fonds nécessaires. Le budget est estimé à 400millions de francs CFA. Il a déjà obtenu 200 millions de francs CFA des entreprises et sociétés nigériennes ou opérant au Niger et des institutions internationales. La contrepartie de l’Etat est attendue à hauteur de 200 millions restant. Le prometteur du Forum est lui confiant. Selon lui, « il semble que les autorités nigériennes notamment le Ministère de la Culture envisagent de reformer les fonds provenant de la redevance ORTN (Office de Radiodiffusion et Télévision du Niger) prélevés sur les factures d’électricité des abonnés de la NIGELEC pour alimenter avec une partie de ce fonds, le budget devant servir à la production et à la promotion des arts et de la culture ». « Ce n’est que justice rendue ! » se réjouissent les cinéastes et les artistes. En effet, cette redevance instituée par une ordonnance en 1989 était destinée à la production.

L’ORTN qui en engrange chaque année750millions de francs CFA n’a pas véritablement respecté ce cahier de charge. Avec la soixantaine des scénarii qui attendent d’être portés à l’écran, ce fonds serait une bouffée d’oxygène pour la production au Niger.

Le Forum qui a soutenu de jeunes vocations est un bel exemple à soutenir, encourager et à améliorer.Il en est de même du studio école créé par Mahamane Bakabé le réalisteur de “Si les cavaliers...”qui servira de moule pour la formation de ceux qui assureront demain la relève. C’est dire qu’avec un peu d’imagination et de volonté politique, on peut bel et bien sortir le cinéma nigérien de sa léthargie !
