Mission impossible pour le général ?

Le médiateur de la CEDEAO pour la crise nigérienne, l’ancien Président nigérian, le général Abdou Salami Aboubacar multiplie les va-et-vient entre Niamey et Abuja et joue pour l’instant dans la discrétion en évitant les déclarations médiatiques. Mais au moment où le délai d’un mois à lui accordé par la CEDEAO est suffisamment entamé, en lieu et place d’un début de solution, on mesure plutôt combien sa tâche est rude…
La tâche du médiateur de la CEDEAO pour le Niger n’est pas du tout facile. Il doit pouvoir réussir à mettre sur la table de négociations deux protagonistes qui ne se font plus confiance et qui ont une lecture complètement opposée de la situation politique actuelle, qualifiée de « coup d’Etat politique par les uns » et de « refondation politique » par les autres. Deux acteurs qui, bien qu’officiellement « ouverts au dialogue » ne semblent pas donner beaucoup de crédit aux pourparlers engagés par le médiateur de la CEDEAO. A en juger par leurs déclarations au sortir de la rencontre avec le général Abdou Salami à Abuja, on a l’impression que chacun des deux camps ne donne que peu de chance de réussite au dialogue engagé.
Côté pouvoir, on réitère la position défendue de tout temps selon laquelle ni le retour vers la 5eRépublique, ni la remise en cause des élections législatives du 20 octobre n’est possible. Et c’est justement ce « retour » vers la 5e République, synonyme de casser tout ce qui a été construit sous la bannière de la 6e République, dont le parlement, qu’exige la CFDR. Lorsque l’opposition parle de constitution, il faut comprendre celle du 09 août 1999, donc celle de la 5e République. Par contre, les « tazarcistes » eux se réfèrent à une autre constitution, celle du 04 août 2009 instituant la 6e République. Comme on le voit, ces deux protagonistes ne parlent ni le même langage, ni même la même langue. Cela traduit la rudesse du conflit auquel doit faire face Abdou Salami ; ce n’est pas gagné d’avance même pour le Général d’armée qu’il est.
Après les premiers contacts avec le médiateur, on s’attendait au moins à ce que les « armes » se taisent afin de ne pas gêner la médiation. Mais de retour d’Abuja, les extrémistes des deux camps ont continué à se lancer des invectives par médias interposés notamment, comme aux temps forts de la crise. En fait, tout laisse croire que bien qu’ayant dit oui aux pourparlers, chaque camp mise non pas sur un consensus éventuel autour de la table de négociation, mais sur d’autres moyens afin de retourner la crise à sa faveur. La vérité c’est que chaque camp veut une victoire totale sur l’autre.
Rattraper l’inertie diplomatique !
Côté gouvernement, en même temps qu’on prend part aux négociations, on fait recours à une diplomatie sans précédant depuis la naissance de la 6e République, pour calmer la colère des pays de la sous région qui ont décidé de sanctionner le Niger ; un vaste ballet diplomatique est déployé à l’endroit des chefs d’Etat de l’espace CEDEAO afin de plaider une « meilleure compréhension », plutôt une tolérance du « tazarcé » et faire baisser la tension contre le Niger. Apparemment la diplomatie nigérienne essaie de se rattraper ; puisqu’à la veille de la sanction écopée par le Niger, c’est plutôt la CFDR qui a déployé une « véritable diplomatie » pour convaincre la sous région de la justesse de son combat. Pendant ce temps, les « tazarcistes » et leurs « soldats de la refondation » se contentaient d’affirmer qu’ils sont suffisamment forts pour ignorer la communauté internationale. Apparemment, entre temps, la réaction plutôt tardive mais vigoureuse de la CEDEAO, de l’Union Européenne et des autres partenaires du Niger a du faire réfléchir le camp au pouvoir. Lorsqu’on sait que c’est le Premier ministre lui-même qui a conduit le ballet diplomatique envers les pays ouest africains alors qu’aucun ministre ne fait partie de la délégation du pouvoir reçue par le médiateur nigérian à Abuja, on peut penser que le camp au pouvoir mise plutôt sur cette diplomatie que la négociation menée par Abdou Salami pour gagner la bataille. La stratégie pourrait consister ici à traîner les négociations pour gagner du temps, en mettant notamment face au médiateur, des gens qui n’ont aucun pouvoir de décider. Et ce temps peut être mis à profit pour dérouler une stratégie de reconquête du terrain politique ici même au Niger et de baisser la tension avec les partenaires.
Faire tomber Tandja coûte que coûte !
Côté CFDR de même, bien que la Coordination soit parti prenante aux pourparlers, la réaction de certains de ses ténors laisse croire aussi qu’elle mise sur d’autres moyens pour gagner le combat. Dans une interview largement diffusée par les médias dans la capitale, l’ancien Premier ministre Hama Amadou, également un des leaders de la CFDR, a plutôt invité les nigériens à se soulever pour faire tomber le régime. En même temps qu’il affirme que Tandja veut tuer ceux qui s’opposent à lui, ce serait le cas de sa personne selon ses propres dires, il demande aux nigériens d’affronter quand même cet homme sinon la honte les suivrait « jusqu’à leurs enfants ». Cette interview d’une rare virulence contre le régime et le Président Tandja en particulier, si elle devait favoriser une chose, ce n’est certainement pas l’apaisement nécessaire au rapprochement entre les deux camps pour lequel s’active le médiateur.
Quelles chances pour le Général ?
Au bout de plusieurs mois de conflit, jalonné de répressions, de violations des libertés, de propos incendiaires par médias interposés, on pensait que chacun a pu mesurer ses forces et ses faiblesses sur le terrain, au point de connaître précisément ce qu’il peut concéder dans le cadre d’une négociation. Puisqu’il n’y a pas de négociation qui vaille si chacun veut écraser son adversaire. Mais l’impression qu’on a aujourd’hui, alors que le délai d’un mois donné au médiateur est suffisamment entamé, il est difficile de dire quelles sont les portes éventuelles de sortie.
Il faut donc craindre une impasse alors que les négociations viennent juste de commencer ; à moins que pour une fois les intérêts du Niger priment sur les intérêts politiques mais aussi sur la dimension individuelle de cette crise faite d’orgueil et de rancœur des uns contre les autres. Cette analyse est aussi partagée par le Coordonnateur du Fusad, également membre de la CFDR pour qui l’enlisement n’est pas exclu dans ces pourparlers si jamais les uns et les autres ne mettent pas une dose de sagesse dans leurs positions.
Malgré ces risques d’enlisement, Marou Amadou garde un espoir bien mesuré. Lors d’un entretien accordé à Alternative le 19 novembre dernier, il a déclaré que pour l’instant il n’y a pas de raison de désespérer par rapport à l’issue de ces négociations. « Si de part et d’autre une certaine sagesse est mise en avant, les nigériens vont finir par s’entendre ». « Et c’est mieux pour le Niger qu’on sorte le plus tôt de cette crise porteuse de menaces graves pour le pays » a-t-il ajouté.
